Where there are different sections. An executive summary, introduction, problem analysis, proposal and supporting arguments, counter arguments and conclusion. There needs to be an bibliography as well. The problem is plastic that is damaging for human health and dangerous for animals (and lead to extinction). The cause is that supermarkets are using plastic in their packaging. Supermarkets are using too much plastic. Therefore, a new law should be made that forbids plastic packages.
