The IT governance determines the distribution of responsibility for making decisions, defines roles of various organizational members, develops IT-centric organizational process, es and defines policies and procedures .  The roles of IT are to develop plans for the IT plans, develop process IT standards and procedures, inventory of installed and planned systems, manage the professional growth, establish communications and relationships.  As far as the users, they understand the scope and quality of IT activities, ensure the goal of IT, develop IT projects, verify that the applications of the department are working properly, and maintain the IT agenda .  The senior management ensures the organization understand the IT strategy, ensure an appropriate balance between the perspectives and IT organization, establishes standard processes and purchases, developing roles of the IT organization and the users, ensure the IT applications conform to all the legal regulations and review all new IT opportunities .  The factors that enable sustained excellence in the application of IT in a health care organization are the effectiveness in IT in a variety of ways, information system that defined an industry, organization that has a reputation for being effective over decades .  In the area of competitiveness, it improves processes, gathers critical data that can be used to enhance the company, and help define new business models.



IT governance is composed of the “processes, reporting, relationships, roles and committees that an organizations develops to make decisions about IT resources and activities” (Wager, 2017). IT governance plays a critical role in the success and continuous growth of healthcare organizations across the country as it is essentially a hollistic descriptions of the day-to-day operations and decision making that bring success to these clinics, where problems such as budgeting, project management, and IT problems are a relavant topic. This is especially important in larger medical groups such as Dupage Medical Group where managing 20+ clinics across the county can be a challenging and daunting task.

In a way, the users are those who utilize these health ITs every day the majority of their shift, these positions are supervisors or middle managers. Senior IT department responsibilities consist of those that will help users and management. The department is in charge of making the IT system as easy to use and effective as possible. This is done by “leveriging existing vendor partner offerings versus utilizing a new vendor when making an application purchase” (Wager, 2017). The IT department solidifies a solid foundation for the organization to grow upon using their new IT system. Senior management responsibilities consist of ensuring that the IT systems is consistant and fluid with the hospitals orgazational goals and strategies, this includes improving overall efficiency of various processes and collaboration in cross-departamental offices. 

Factors that enabled sustained excellence in the application of IT in a healthcare organization are longevity, ease of use, and diversity. IT systems are built to help aid organizations in their day to day operations, and in the situation of a healthcare organization, it is even more demanding. From organization, ease of use, interperobility, and finances. Healthcare is a large and diverse market where patient tracking is important, but it is also a business where the IT system must work well with tracking copays as well as having compliance with government policy. With a quality IT system, it can help improve organizational efficiency which in turn improves the quality of care that is provided, this gives health organizations an edge compared to those who do not have the best IT system and pay the price of losing track of patient records, finances, or where employees are spending more time trying  to figure out the interface rather than caring for their patient.
